The Pentagon has restricted Ukraine’s use of U.S.-supplied weapons to defending Kharkiv and the surrounding region in Ukraine. Specifically, Ukraine is now permitted to use U.S.-provided High Mobility Artillery Rocket Systems (HIMARS) and other artillery systems to strike Russian forces attacking or preparing to attack from across the border into the Kharkiv area.
The decision stems from Russia’s intensified offensive in the Kharkiv region. The U.S. aims to allow Ukraine to effectively counter Russian forces massing just inside Russia, preventing them from easily launching attacks into Ukrainian territory. This limited authorization is intended to help Ukraine defend its territory and citizens against ongoing Russian aggression.
However, the restrictions remain in place regarding long-range strikes deeper into Russian territory. Ukraine is still prohibited from using U.S.-supplied ATACMS (Army Tactical Missile Systems) or other long-range weaponry to attack targets inside Russia beyond the immediate border region impacting the Kharkiv fight. The Biden administration maintains that allowing such strikes would escalate the conflict. The policy aims to provide Ukraine with the means to defend itself locally while avoiding a broader conflict with Russia.
